ABSTRACT

 Contract award is increasingly becoming one of the critical strategic functions of every organization with the potential to contribute positively to the success of operations leading to reliable service delivery and competitiveness. Contracts should be awarded to most eligible contractors or service providers who can provide quality service in time and at relatively low cost. A Contract awarding is a method used during a procurement in order to evaluate tender offers. Under this stage eligible proposals have been selected and after the most preferable is selected. And public service is a service fully funded by taxation (tax payers' money). This study was to find out whether Contract award affects service performance in the Public sector of Uganda a case of KCCA. Other purposes included establishing on the challenges faced by Kampala Capital City Authority (KCCA) in Service Delivery, finding out the effect of Contracting on Service Delivery at Kampala capital city authority (KCCA) and assessing whether the services performed by Kampala Capital City Authority Contractors satisfies the needs ofthe Public. The research answered questions like; To what extent does contracting affect public service delivery?, What are the challenges faced by Kampala capital city authority in public service delivery? And to what extent are services performed by KCCA contractors satisfy the public needs? The total sample comprising of 40 respondents was got from the departments selected above from KCCA employees. And the sample size of 40 from the identified population was samples. The factor which has affected KCCA 's project implementation is the political factor especially the conflicts between the Lord mayor Elias Lukwagu and the minister of Kampala Betty Kamya. The study further found out that apart from contract award there other factor which affects service delivery/performance like Unforeseen circumstances like fire out breaks, overpopulation (traffic congestion), and Insecurity like theft, kidnapping of women and kids. KCCA projects completed under KIIDP2 were meeting the standards according to the research findings and eligible contractors are the ones sometimes awarded contracts by KCCA. These contractors sometimes provides services which meets the demand of the people of Kampala city. The study also found out that some the contracts to which funds were allocated under KIIDP were contracted and implemented. Effective public procurement is more critical for good public services in KCCA therefore KCCA has to apply highest professional standards when spending tax payers money and donors money in order to provide to the public the appropriate goods, services and works of which it's the one every organization wants and the public. Massive sensitization of the public the importance of the projects to the people to avoid public rejections of the projects. KCCA should develop its own suppliers or service providers through training and orienting them the skills required to perform certain task like garbage collection. KCCA political leaders should first put aside their political interest and mind about public service delivery. x
